The Opportunity

Catch22 had already established itself as a leader in designing and delivering services that help people build better futures, reaching over 140,000 people annually across employment, justice, education, and social care. However, they recognised an opportunity to ensure their own workforce truly reflected the inclusive practices they advocated across the broader employer landscape.


As an organisation committed to systemic change, Catch22 wanted to go beyond frontline support and continue to grow as a champion of inclusive hiring. They saw the potential to break the cycle where only 19.3% of ex-offenders find employment within six weeks of release, while demonstrating that inclusive hiring creates safer communities and stronger organisations.

Our Approach

Working in true partnership with Catch22, we developed a comprehensive strategy that addresses every aspect of inclusive hiring, from initial awareness through to long-term impact measurement. Our approach recognises that sustainable change requires systematic transformation rather than quick fixes.


The 2025-26 program encompasses four key pillars: training and awareness, recruitment and onboarding support, social impact and employer engagement, and rigorous contract management. Over the partnership duration, we've delivered tailored solutions that integrate seamlessly with Catch22's existing values and operations.

  • Getting the culture right - Hub-wide inclusion sessions and peer-learning groups

  • Recruitment procedures and policy development - Standardised processes across all services

  • Risk management principles - Specialist HR training and comprehensive toolkits

  • Measuring your impact - Research, surveys, and case studies to evidence progress

Outcomes

The Results

The ongoing partnership has led to sustained organisational change, with Catch22 continuing to serve as a sector exemplar for inclusive hiring practices. The comprehensive approach has helped transform not just recruitment processes but organisational culture, with lived experience voices central to ongoing development through storytelling initiatives and "Real Talk" forums.


Beyond internal transformation, Catch22 has launched the "Another Chance" campaign and developed the "We Hire with Conviction" badge that partners and affiliates can adopt, extending their influence across the wider sector. The systematic approach ensures sustainable change with progress monitoring and quarterly formal reviews, maintaining momentum.
